CODE OF PRACTICES/ SAFE OPERATING PROCEDURE
Safe Operating  Procedure for Dumper/tipper Operation.




    1.Before starting of the operator shall look for any tag of “B/D” “OUT OF ORDER” or “UNDER REPAIR”. If any such tag is seen, the operator shall not be started.
    2.    Before operating the dumper/tipper , the operator shall personally inspect and test the following details: -
    a.    That the break, horn and AVA are in proper working order.
    b.    That the head light, back light & dash boards light are in working order.
    c.    That the machine is mechanically sound and in efficient working order.
    d.    Fire extinguisher is provided.
    3.  The dumper/tipper should be operated by the authorized dumper/tipper operator only.
    4.  The glass of the dumper/tipper operator cabin should be kept properly cleaned for good visibility during operation.
    5. Before starting operation, the operator shall personally examine the surrounding of the dumper/tipper.
    6. The dumper/tipper operator shall take the dumper/tipper for operation only other he is satisfied regarding the fitness/road worthiness of the dumper/tipper.
    7.The dumper/tipper operator should obey the traffic rule and operate the dumper/tipper in specified speed only.
    8.    He shall obey lawful instructions of supervisor.
    9.    He shall not allow any authorized person to ride in the dumper/tipper.
    10.  While approaching the swing area of loading machine he will obey the instruction of face supervisor and operator of loading machine for loading and taking load.
    11.  In dump yard, he will dump the material in a stable designated place and before leaving the dump yard he will ensure that its Dallahhas come down to its  normal position.
    12.  The dumper/tipper operator shall not march the dumper/tipper over power cable, drill holes or under close proximately of overhead power line.
    13.  The dumper/tipper operator shall not leave the operator cabin of the machine unless he park   the dumper/tipper in a specified parking place, and following all procedures of applying brakes before ignition switch is made off.
    14.  He should be very careful while climbing and getting down from the dumper/tipper.
    15.  He should not leave the operator cabin while in duty with out sufficient cause and should minimize getting down from dumper/tipper.
    16.  The dumper/tipper operator shall immediately inform his supervisor/supervisor regarding any abnormality in dumper/tipper such as  abnormal sound , leakage or low tyre pressure etc.
    17.  At the end of the duty, he will maintain the log book/ register provided at office regarding, abnormality of B/D of the dumper/tipper to bring to the notice of Engineer/Foreman.

    SAFE OPERATING PROCEDUREFOR DUMP (OVERBURDEN)



    1. The Overburden (O.B.) shall be dumped at a distance of 3.5 meters from the edge of the O.B. dump and a dozer shall push the same O.B.
    2.  The operators shall not drive their vehicles into the “Non-operational area” which is designated by a berm of at least 1.5 meters. height.
    3.The operators shall not drive their vehicles on the unstable surfaces or edges, which are designated, by flag post, signs, etc. to warn them.
    4.  On entering the O.B. dump, the dumper/tipper operator shall visually check the general area of the O.B. dump. All care should be taken by the dumper/tipper operators regarding the positioning of the rear wheels of the dumper/tipper at the dumping face. The dumper/tipper operator shall not back up the dumper/tipper to an area, which has not been visually inspected by him.
    5.   When dumping in an area where no berm is present, O.B. shall be dumped short of any edge which shall be pushed into position by dozer and it shall be constantly supervised a mine official.(mining sirdar)
    6. At the edge of the O.B. dump, the dozer operator shall prepare a safety berm (parapet). This berm shall be formed from the dumped material and have a height equivalent to 3/4th of  the wheel diameter of the dumper/tipper. In any case, this berm shall not be less than 1.5mtr. in height and two mtr. wide.
    7. The dumper/tipper shall back up squarely to the berm.
    8. The dumper/tipper operator shall reverse his dumper/tipper in such a manner that he can see the dozer operator and the dozer operator can see him.
    9. After positioning the dumper/tipper for dumping, the operator shall raise the hoist only when the dumper/tipper is stationary. The hoist shall be completely lowered after tipping operation. During these operations the operator must remain in the cabin.
    10.      If at any time the dumper/tipper operator considers the operation is unsafe, he shall immediately report to the manager/under Manager/Overman/Mining Sirdar or other supervisor posted there.
    11.      The speed of the dumper/tipper in O.B. dump shall not exceed 10 Km/hr. while going towards the O.B. dump & 5 Km/hour while reversing.
    12.      The dumper/tipper operator shall use Audio-visual Alarm (AVA) while reversing the dumper/tipper on the O.B. dump.
    13.      The O.B. dump shall be slopped ideally in the rising condition to avoid the accumulation of water on it and other associated dangers.
    14.      No person shall stand or not be allowed to stand on the O.B. dump where the movement of machineries is more.
    15.      The dumper/tipper/dozer operator shall make joint special inspection of the O.B. dump with Overman/Mining Sirdar after a heavy of prolonged rain.

    SAFE OPERATING PROCEDURE FOR MAINTENANCE OF DUMPER/TIPPER




    1.     Every dumper/tipper shall be maintained in good condition.
    2.    If the Engineer or the competent person making an inspection notices any defect in a dumper/tipper the said dumper/tipper shall not be used until the defect has been remedied.
    3. Any dumper/tipper found to be in an unsafe operating condition shall be tagged at the driver’s position “Out of service do not use” and its use shall be prohibited until the unsafe condition has been corrected.
    4.Every dumper/tipper shall be regularly serviced and overhauled as per the recommendations of the manufacturer. The Engineer or the competent person shall maintain a written record of such servicing and overhauling.
      5. Except for testing, trials or adjustment, which must necessarily be done while the dumper/tipper is in motion every dumper/tipper shall be shut down and positive means taken to prevent its operation while any repair or manual lubrication is being done or to any dumper/tipper equipment or part thereof which is suspended sufficient support should be provided.
     CODE OF PRACRTICE FOR WORKING UNDER THE BODY OF DUMPER/TIPPER UNDER RAISED CONDITION

    1.  Before working under the body of a dumper/tipper under raised condition the hydraulic pressure of jacks shall be checked and its safe limit shall be ensured.

    2.  The body shall be well supported by approved pipes/jacks/other supports at its both sides as per the design of manufacturer. The mechanical hoist, mechanism alone shall not be depended upon to hold the body.
    3.  In addition to that support as mentioned in (2) wooden blocks/sleepers, shall be tighten in between the chassis and the body, for extra support.
    4.  The work person shall wear helmet and other PPE (Personnel Protective Equipment) as required by law, while working under dumper/tipper in raised condition.
    5.  No person shall be allowed to remain in the operator’s cabin when person is engaged to work under the body. Ignition key may be kept with the work person, engaged under the body.

    6.  Both end (Front & rear) of the whereby dumper/tipper shall be well blocked by wooden blocks or other supports to prevent its rolling.
    7.  The tools of appropriate size and strength should be issued to avoid any slippage.
    8.  Engineer/Supervisor/ or other competent person as per instruction of Engineer shall constantly supervise the work.

    SOP FOR DOZER OPERATION



    1.    Before starting of the operator shall look for any tag of “B/D” “OUT OF ORDER” or “UNDER REPAIR”. If any such tag is seen, the operator shall not be started.
    2.    Before operating the operator, the operator shall personally in speed and test the following details: -
    a.    That the break horn and AVA are in proper working order.
    b.    That the head light, back light & dash boards light are in working order.
    c.    That the machine is mechanically sound and in efficient working order.
    d.    Fire extinguisher is provided.
    3.    The dozer should be operated by the authorized dozer operator duly.
    4.    The glass of the dozer operator cabin should be kept properly cleaned for good visibility during operation.
    5.    Before starting operation, the operator shall personally examine the surrounding the dozer.
    6.    The operator of dozer shall not allow any persons to ride on the dozer, while in the operation.
    7.    The dozer operator of dozer should operate his machine in stable ground only.
    8.    The dozer should not be operated in highly inclined ground or at a place where there is chance of stocking up of the dozer.



    9.    The dozer should be operated in OB dump yard in such a manner that there should be always a berm of sufficient highest & width.
    10. While operating in dump yard, the dozer should be operated in operator side of the running dumper/tippers, so that the dumper/tipper operator could see the position of dozer while dumping.
    11. He should be very careful while climbing and getting down from the Dozer.
    12. He should not leave the operator cabin while in duty with out sufficient cause and  should minimize getting down from Dozer.
    13. The dozer should obey the instructions of supervisors.
    14. The dozer should not be marched over power cable, drill holes or close Proximately of overhead line.              
    15. The dozer operator should immediate stop his machine, in case of abnormal sound from machine or any leakage during operation.
    16. Before stopping dozer, the operator should park the dozer at the specified place of parking and the blade of dozer should rest on the ground.                                                                               

    SOP FOR SHOVEL OPERATION,



    1.    Before starting of the operator shall look for any tag of “B/D” “OUT OF ORDER” or “UNDER REPAIR”. If any such tag is seen, the operator shall not  start the machine.
    2.    The shovel operator shall before operate the machine shall check horn, light &  position of fire extinguisher of the shovel.
    3.    The shovel shall be operated by authorized shovel operator only.
    4.    The glass of the operator cabin of shovel shall be kept properly cleaned for good visibility during operation.
    5.    Before starting operation, the shovel operator shall personally check the track chain, trailing cable working face and surrounding.
    6.    Before hoisting the bucket a blast of horn shall be made to warn the people present near the shovel.
    7.    The shovel operator shall not allow any unauthorized person to ride on the shovel while in operation.
    8.    Shovel operator shall operate the shovel in stable ground and the highest of face is safe.
    9.    The shovel shall not be operated in excess inclined floor or where there is chances of stuck up of the machine.
    10.  The shovel operator shall place the shovel at an angle of 90 with the face and keep the safe distance  from high wall while loading.
    11.  The shovel operator shall while loading have eye to eye contact with the dumper/tipper operator.
    12.  While marching in down gradient he shall keep the bucket of the shovel in the direction of marching just above the ground level to prevent rolling down of machine .
    13.  The shovel shall not be marched in a road where its gradient is excess.
    14.  The shovel operator shall obey all lawful instructions of the face supervisor.
    15.  The shovel shall not be operated or marched at a place where there is overhead power line within 3 meters.
    16.  The shovel operator shall immediately stop the machine, if any abnormal sound, odd smell or leakage of oil and abnormal sparking in M.G. set.
    17.  Before stopping the shovel, the operator should march the shovel to a safe place from the high wall, keep the bucket on ground .


 SOP FOR DRILL OPERATION



  
    1.    Before starting of the operator shall look for any tag of “B/D” “OUT OF ORDER” or “UNDER REPAIR”. If any such tag is seen, the operator shall not  start the machine.
    2.    Before operating the drill the drill operator shall personally inspect the following details of the drill.
    a.    The lights and horns are in proper working order.
    b.    The track chain, feed chain and jacks are in proper working order.
    c.    Fire extinguishers provided.
    d.    Leakage of oil or water.
    3.    Only authorized drill operator shall operate the drill.
    4.    The glass of operator cabin of the drill be kept properly cleaned for good visibility during operation.
    5.    The drill operator shall not allow any unauthorized person to ride on the drill while in operation.
    6.    The drill operator should see that the wet drilling arrangements/NVE of the drill is in proper working order. If any deficiencies are noticed it should be communicated to the higher authority.
    7.    Before starting drilling operation, the drill operator should confirm that the face is stable and he shall not drill at a place which is cracked or disturbed.
    8.    Before starting drilling the drill machine shall be properly leveled by using the jacks.
    9.    The drill shall not be operated or marched in excess inclined floor/road.
    10. Before working the mast of the drill shall be folded and kept severely rest on its bucket.
    11. While drilling the drill operator shall confirm the position of power cable and overhead line. He shall never bring the machine within three meters of the above power line.
    12. While operating and marching the drill, the drill operator shall confirm the position of Cable man/helper and trailing cable.
    13. The drill operator should obey all lawful instructions of the supervisors.
    14. The drill operator should immediately stop and inform his higher authority in case of abnormal sound & leakage of oil or water.
    15. Before stopping the drill, the drill operator should march the drill to a safe and level place and apply jacks. The engine of the drill or power supply to drill should be stopped.
        
    CODE OF PRACTICE FOR THE USE OF SURFACE MINER




    1.0       DESIGN OF SURFACE MINER:
    1.1  The surface miner shall have adequate strength for cutting rock from the ground in situ with a mechanically driven milling drum provided with adequate number of sharp picks.
    1.2  A record of design, construction & other specifications as supplied by the manufacturer shall be kept maintained by the Engineer authorized for the purpose.
    1.3  The Surface miner shall be maintained at all times in safe and good working condition.
    1.4  The surface miner and all its accessories shall as far as possible be constructed of fire roof material. Any flammable material used for the purpose shall be shrouded with a substantial metallic covering. The surface miner shall be numbered and the same shall be conspicuously painted on all sides so as to be visible from a distance.
    1.5  All instruments including hour counter, temperature gauge, battery charging indicator including pressure gauge and all warning devices shall be kept maintained in good working order.
    1.6  The electronic cutting depth control system shall function effectively and be maintained in good working order at all times.
    1.7  Water spraying system shall be maintained in good working order to prevent formation of dust and also for increasing the life of cutting tools. The spray nozzles shall be kept regularly cleaned.
    1.8  Padding and other shields shall be effectively used for reducing the sound and to protect the operator and the general public from excessive noise. If the noise level in the operator’s cabin is in excess of 90 db., the machine shall not be operated until the noise level is brought down below this level or else the operator shall continuously use ear muffs.
    1.9  In addition to suitable vibration damping devices fitted in the path of contact between machinery and operator, adequate number of cutting picks shall be so placed on the milling drum that machine vibration during milling action is reduced to a minimum and operator not exposed to vibrations beyond the recommended level. Frequency amplitude not exceeding 250 Hz and 0.01 mm respectively is the recommended threshold limit of vibration indicated by acoustic measurements.
    1.10          The braking and/or emergency stopping mechanism shall be regularly examined and adjusted whenever necessary.
    1.11          None of the safety features provided with the machine shall be altered or by-passed.

    2.0       DESIGN OF PIT FOR THE SURFACE MINER :
    2.1  Pits for deployment of surface miner shall be so designed that adequate slope for drainage of water out of the working area to prevent flooding is maintained at all the stages of operation.
    2.2  Layout and sequence of slices to be cut by the surface miner shall be so designed that ultimate pit slope is maintained within safe limits at all stages of operation upto the maximum designed depth of the pit. Ultimate pit slope shall not be more than 450 for soft and broken strata and 700 for hard and competent strata.
    2.3  Distance between two surface miners or between the surface miner and any other system of mining operating in close proximity shall not be less than twice the combined operating radius of the machines/system
    3.0  ELECTRICAL SYSTEM :
    3.1              The batteries supplying electric power shall be in good working condition to provide enough power for starting the engine, head lights and for horn and for giving pre-start warning signals.
    3.2              All electrically operated safety and signalling devices shall be checked before beginning of each shift. Machine shall not be started until any defects noticed during such examination and are repaired and put in order.
    3.3              It shall be ensured that all safety guards and cover plates including panel, doors, belt, guards and heat shields are correctly placed in position and securely bolted.
    3.4              It shall be ensured that all the lights are properly working if the machine is to be operated after the day light hours.
                SAFETY APPLIANCES:
    1.1              Automatic fire protection system, which may consist of one or more containers of fire suppressant (usually a dry chemical) connected by a fixed plumbing net work to nozzles directed at specified predetermined fire hazard areas of the machinery, shall be provided and maintained in working order for the surface miner. It is also necessary to adopt the testing procedure for such fire protection system as recommended by the manufacturer. Effective sensors shall be suitably located to sense the fire and actuate the suppressant to come out of the nozzles already fixed to deal with fire. An overriding manual system with adequate number of fire extinguishers of proper type and capacity to deal with all fire, electric fire and other fire hazards shall be provided in working order and so placed to be within easy reach of the operation/helper. The Management shall also have direct liaison with the nearest fire station officer, in case of need to control any time fire hazard. A major source of water also identified in the mine for emergency use of big fire fighting engines of the fire station.
    1.2              fire extinguishers shall be examined and maintained in working order as per the provisions of Regulation 120 (3) of the Coal Mine Regulations-1957.
    1.3           Clean and filtered water in adequate quantity for dust suppression shall be kept filled up in the tank at all time during the operation and at intervals and also as and when required
    1.4           Ear muffs shall be kept available in the cabin of the surface miner and shall be worn by all persons whenever the noise label exceeds 90 db.
    1.5           Effective means of two way communication shall be provided between the machine operator and operation of dumper/tipper or other transportation system by using coded signals or otherwise for proper co-ordination. Code of signals, if being used, shall be kept displayed at conspicuous places and shall be strictly observed.
    a)               PRE-START PRECAUTION :
    b)               Look for any placards/tags on the machine like “ OUT OF ORDER”, “UNDER REPAIRS” etc. In case, such tags are seen anywhere in the entire system, do not start the machine.
    c)               A competent person shall examine the machine at the beginning of every shift as per the checklist provided by the Engineer for that purpose. Defects noticed during checking shall be rectified. Such checklist shall be countersigned by the Manager after compliance.
    d)              Confirm the status of the machine from the Engineer In charge for maintenance of the machine before starting in respect of general working condition and its safety devices, namely brakes, horn and head lights including tail lights. Any defect, if noticed, must be reported before commencing the operation of the machine.
    e)    Ensure that all walk-ways and ladders are kept clean, free from oil, grease or other spillage materials.The wind shield shall be kept clean.                                                                                       
    f)    Before starting the machine it shall be ensured that no person or any other obstacles are within the working radius of the machine and a pre-start warning signal shall also be given to warn all the people in the area including the operator/ helper.
    g) Discharge conveyor of the machine shall be started prior to cutting operation. The operator shall ensure that dumper/tipper or any other system of Coal/overburden transport has been positioned properly to accept load from the discharge conveyor before starting the cutting operation.
    6.0      OPERATION :
    6.1  The machine shall be operated by a person who has been properly trained and found to be competent and also aware of all safety precautions.
    6.2  The operator shall be given full instructions by the Manager in writing specifically mentioning all safety precautions in English and in the language understood by him.
    6.3  The Operator shall be authorized in writing by the Manager.
    6.4  Operator helper, if any, provided to assist the operator in co-ordination with the operators of transporting equipment’s and guiding the cutting depths etc. from the ground level shall position himself beside the machine in such a way that he can cause the operator to stop the machine immediately after calling out for an emergency.
    6.5  Dust suppression system must be continuously operated to ensure dust free environment.
    6.6  The machine shall not be operated on a gradient higher than the one recommended by the
    \manufacturer while operating on sloping surface. Necessary precautions as recommended by the manufacturer shall be taken while operating the machine on inclined surface.
    Never change the direction or speed of the machine all of a sudden which can endanger the stability of the machine.
    6.7  Un-authorized  persons shall not be allowed to ride or be present in the vicinity of the machine.
    6.8  Unless otherwise specifically stated the control shall be operated only when the engine is in running condition.
    6.9  Discharge conveyor of the machine shall never be slewed over persons or power cables at any point of time.
    6.10          Discharge height of the machine shall be properly controlled to ensure that the same does not foul with dumper/tipper body.
    6.A      The following additional modified Code of Practice shall be observed during the operation of Surface Miner, approved for its operation vide letter No.B/Surface Miner/2004/476-83 Dtd.03.02.2004 of Director of Mines Safety, Bhubaneswar Region, Bhubaneswar.
    6.A-1   The guiding doors provided behind the milling drum of the surface miners shall be removed permanently from the machine, so that the need for any person to venture beneath the surface miner for closing the same during manufacturing of the machine is completely eliminated.
    6.A-2   The machine shall preferably be operated by a single operator, who shall himself adjust the cutting depth of the milling drum from the controls provided in the operators’ cabin.
    6.A-3   In case, assistance of a co-operator/helper is required to guide the operator for manuavering the Surface Miner whilst the machine is operating near to the edge/toe of the bench, so as to prevent its toppling, such helper/co-operator shall at all times remain in the operators’ cabin. In no case shall the helper/co-operator walk along with the machine or cross it from one side to the other whilst it is in motion.
    6.A-4   In no case shall be operator/co-operator/helper of the Surface Miner venture beneath the machine for inspection/examination/adjustment/repairs etc. whilst its engine is running.
    6.A-5   The operations of cutting and loading of coal, connected with each of the surface miner face, shall in each of the shifts be placed under personal supervision of an overman authorized for the purpose, who shall remain at the face as long as the machine is under operation. In case such operations can not be supervised by an overman, for reasons of absence or otherwise, the same shall remain suspended for entire shift.
    6.A-6   Adequate length and width of face/bench shall be provided for operation of each surface miner deployed in the mine, so that it is not required to be manuavered often at the end of each cut for commencing cutting from the other end of the face.
    7.0       SHUTTING OFF :
    7.1    Ensure that all conveyor belts are emptied.
    7.2  Discharge boom shall be lowered to the normal or lowest position and if not possible, shall be secured by additional means by cribbing
    7.3   All controls shall be in off or neutral position.
    7.4   The ignition key must be removed from its place and shall be retained securely by the operator.
    7.5  All compartments, shelves and doors shall be kept correctly closed and secured.
    7.6  The machine shall be secured from any un-authorized operations or against self-rolling or otherwise
    7.7              In the event of heavy rain or storm the machine shall be stopped, its discharge boom lowered and parked at a safe place.
    8.0        SERVICING AND MAINTENANCE:
    8.1              Surface miner shall be maintained in accordance with the schedule prescribed by the manufacturer. Before the machine is put to work after maintenance, it shall be thoroughly inspected by the Engineer who shall satisfy himself that machine is mechanically sound and is in working order. A report of every such inspection shall be recorded in a register kept for the purpose.
    8.2              Servicing and maintenance work on a pressurized system shall be carried out only after ensuring that all the pressure has been released.
    8.3              Proper tags indicating the nature of the work being done shall be placed conspicuously on the machine.
    8.4              Before carrying out lubrication, it shall be ensured that the machine has come to a stand still and the ignition key is removed and is in the possession of the leader of the maintenance team.
    8.5              See that the battery cut off switch is kept in “OFF” position and battery power can not be transmitted to the engine by short circuiting.
    8.6              All parts, which are raised hydraulically, shall be kept cribbed by additional means to prevent any downward movement of the raised parts by any chance of failure of hydraulic pressure or leakage or damage of hose pipes.
    8.7              The conveyor system shall be maintained to prevent slippage of belt, droppings of the crushed materials, liberation of dust and any other defects.
    9.0        DUTIES OF OPERATORS:
    9.1              The Operator shall carefully check all the controls including all safety devices like brakes, head lights, signalling devices etc. Before commencement of work on each shift, if he finds any defect, he shall report to the Engineer and unless the defect is remedied, the machine shall not be operated. A record of all such checking shall be maintained in a register kept for the purpose by the operator.
    9.2              The Operator shall follow the pre-start precautions as detail in clause 5.0 before starting the machine.
    9.3              In event of in-advertent approach of persons to the working area of the machine whether or not being warned, the machine shall be stopped forthwith
    9.4              The Operator shall not leave the machine unless he is relieved by his successor incase the mine is being worked on twenty four hour basis.
    9.5              The Operator shall not allow any un-authorized person to ride on the machine or operate it.
    9.6              He shall keep the wind screen and cabin in a clean and tidy condition and when the machine is not in operation, the cabin shall be kept locked to prevent un-authorized entry.
    9.7              The Operator shall ensure that water spraying system for dust suppression is effectively operated during milling operation of the machine
    9.8              The Operator shall see that Fire extinguishers are kept in position and in easy reach for operation.
    9.9              The Operator shall see that all ladders and fencings are in position.
    9.10          All protection covers and guards, warnings and stickers in the machines are intact and securely fastened
    9.11          He shall follow the shut of procedure as detailed in clause 7.
    9.12          He shall follow approved code of signals for two-way communication
    10.0     DUTIES OF ENGINEER :
    10.1          He shall ensure that the mechanics and sub-ordinate supervisor/officials attending to the maintenance and repair of surface miner are competent to perform such jobs.
    10.2          He, in collaboration with service engineers deputed by the manufacturers, shall explain the operation and maintenance schedules of the machine to supervisory personnel and mechanics. Accordingly, he shall formulate a check list and provide the same to competent persons for compliance in the beginning of each shift.
    10.3          He shall designate the position of the operator/helper near the machine in such a way that the helper can cause the machine to stop by an emergency switch within his approach or otherwise.
    10.4          He shall countersign machine logbook and all  records maintained under Clauses 5.2, 8.1 and 9.1.
    11.1          DUTIES OF MANAGER :
    11.2  It shall be the duty of the Manager to ensure safe operating procedure  in respect of surface miners
    11.3   He shall authorise an Engineer for the maintenance of the surface miner.
    11.4   He shall authorise competent persons to operate the machine.
    11.5   He shall specify in writing the names of competent persons and their helpers who can maintain the machine.
    11.6  He shall take all possible precautionary measures that may be necessary to ensure safe operation and maintenance and for safety of the work persons
    11.7     He shall frame and enforce the code of signals for two way communications between machine operator and rest of the crew in the system.
    11.8 He shall also countersign all entries in the records and registers to be maintained in respect of surface miners.                                                                                                                   
    12.0     DUTIES OF CO-OPERATOR :
    12.1          The co-operator shall be a person who has been properly trained for the operation of machine and is aware of all the safety precautions and found to be competent and duty authorized by the mines manager.
    12.2          The co-operator shall ensure proper depth of cut either in auto or manual mode. He shall also ensure proper adjustment of side reference plates during operation of the machine.
    12.3          The co-operator shall keep a watch on the operation of primary and secondary conveyors. If he observes any spillage or damage etc., he shall immediately bring the same to the notice of the main operator for its repair/maintenance.
    12.4          The co-operator shall monitor/observe the condition of “Material Depressor” or “Brake Bar” of primary conveyor at the end of each cut. If so required, he shall get the same cleaned after shutting off the machine for preventing any damage to the primary conveyor.
    12.5          The co-operator shall adjust the water spray system as per requirement to prevent liberation of dust during operation of the machine.
    12.6          The co-operator shall assist the operator through signals or other mode of communication while taking a turn of the machine, specially during reverse travel of the machine.
    12.7          The co-operator shall guide the hauling units for proper placement below the discharge conveyor.
    12.8          The co-operator shall take adequate precautions so as not to expose himself to any danger either due to the operation of the machine or movement of the hauling uni

    13.0     DUTIES OF HAULING UNIT OPERATOR :
    13.1          The operator of the hauling unit (dumper/tipper, tipper etc.) shall be a person who has been properly trained for its operation and is aware of all the safety precautions and found to be competent.
    13.2          The operator of the hauling unit shall always maintain a safe distance from surface minor to avoid any collision with the Surface Miner or injury to the co-operator.
    13.3          The operator of the hauling unit shall be fully acquainted with the signal system or any other mode of communication in vogue with the Surface Miner.
    13.4          The operator of the hauling unit shall not try to move his vehicle across the steps formed due to surface miner operation in order to prevent toppling of the vehicle or any other unsafe condition.
    13.5          The operator shall not reverse the hauling unit in close vicinity of Surface Miner without having a clear view of the area behind or without the assistance of the co-operator so as to avoid approaching dangerously close to the Surface Miner
    14.0     SAFETY PRECAUTIONS FOR WINDOWERING OPERATION FOR SURFACE MINER.
    14.1          While the surface miner is in windowering operation the discharge conveyor including primary conveyor should be removed.
    14.2          While the Surface Miner is in windowering operation, no other equipment like tipper or pay loader should come close to it.
    14.3          The sensor operator should be in left side of the machine in such a place that he can walk freely. The sensor operator should not walk on the windowering material.
    14.4          The windowered materials should be gathered by Pay Loader of Dozer after the Surface Miner has traveled out at least for a distance of 50 m and the gathered materials should be loaded into the tippers.
    14.5          In windowering operation, the operator should ensure proper working of the rear water sprinkler so that dust can be controlled substantially.
    15.0     RESPONSIBILITY :
    15.1     The Manager and his subordinate staff including the Engineer shall be responsible for  securing effective compliance with the code of practice approved for surface miners.
    SOP for Tipper Operation.
    1.    Before starting of tipper the operator shall look for any tag of “B/D” “OUT OF ORDER” or “UNDER REPAIR”. If any such tag is seen, the tipper shall not be started.
    2.    Before operating the tipper, the driver shall personally in speed and test the following details: -
    a.    That the break horn and AVA are in proper working order.
    b.    That the head light, back light & dash boards light are in working order.
    c.    That the machine is mechanically sound and in efficient working order.
    d.    Fire extinguisher is provided.
    3.    Only authorized Driver shall operate the tipper.
    4.    During the driving of the tipper in gradient the driver shall drive the vehicle in lower gear.
    5.    The Driver of tipper shall place his tipper at face of loader in such a manner that the operator of tipper and loader are visible to each other.
    6.    The driver of tipper shall not leave his vehicle at face & shall remain inside his tipper while leading.
    7.    For one larder only two tippers should remain at leading face, other tippers shall stand in a queue outside the face.
    8.    The tipper driver shall obey the instruction of face supervisor.
    9.    No authorized person shall be allowed to ride on tipper.
    10. Duly tippers with automatic arrangement of opening & closing system of dalha should be operated in mines.
    11. The driver should strictly follow the traffic rule.
    12. The driver should use safety helmet and shoe, while in duty.
    13. There should be at least 5 meter distance between two tippers while standing in queue.
    14. The driver of tipper shall use dipper at night.
    15. There should be at least 30-meter distance between two tippers, while running on haul road.
    16. The driver of tipper shall obey all the rule & regulations enforced in the mine.
                 
    TRAFFIC RULES






    The following rules are designed for safe operation of vehicles in and  around the mine. Operators of vehicles shall observe these rules and any other special instructions given by the mine manager. The mine manager and officials appointed by him shall ensure that all persons in the mine comply with these rules.
    Rule 1:Procedure
        A person shall neither drive nor operate any vehicle in or about the mine unless authorized to do so for the vehicle or class of vehicles by the manager.
        A private vehicle shall not be driven within the mine premises unless authorized by mine manager.
Rule 2: Speed limits
         The speed of the moving vehicle operating in the mine shall be maximum 20KM/Hr except the vehicle carrying explosive which shall be limited to maximum 15 KM/Hr. The operator shall not exceed the speed of his vehicle when moving down the gradient, negotiating curves, during reversal and approaching road crossing, canteen, check gate, workshop, CHP& weighbridge.
        The speed of the vehicle in Dump yard   shall not exceed 15KM/Hr.
Rule 3: Right of way
        All light vehicles shall give way to the heavy vehicles like dumper/tipper, Grader, Tippers Wheel dozers.
        All operator shall give way to Emergency vehicles showing a flashing red light
Rule 4: Parking and standing:
    7.  A driver shall not park or stand his vehicle in a position that will endanger other traffics in mine premises.
    8. The operator shall apply parking brake before leaving the vehicle. The rear wheel of the vehicle shall be securely blocked and the steering turned off- center when park down the gradient.
    9. The operator shall not park or stand his vehicle within the area of swing of the Dragline, shovel and other loading machine without obtaining permission from the operator.
    10.  A Driver of the vehicle shall before moving from a parked position ensure that his path is free of any obstruction.
    11. All operators of HEMM and tipper shall sound one blast or horn before moving off from parked position.
      Rule 5: General:
    13. The vehicle shall not be driven over any electric cables or water lines unless they are protected properly.
    14.  The operators shall worn seat belt during operation of the vehicle.
    15.  The vehicle-obstructing road shall give hazard light in the night and red flags in front and rear side of the vehicle in the daytime.
    16.  The operator of the vehicle shall be directly responsible for cleanliness, oil and water checks, tyres and fuel of machines and for keeping vehicle under their control.
    17. The operator shall use in the working places and when approaching other traffic or mobile equipment.                                                                                                                                   
    18.  The Loads, which have an overhang of 1M or more from the body of the vehicle shall give red flag in the day hours & Red light in night hours so that the passers by will be cautioned.
    19. The operator shall make sure that his vehicle has adequate clearance particularly when reversing, parking, passing other vehicles and units or passing stationary and static equipment.
    20. The operator of the vehicle shall ensure himself regarding the condition of all the safety devices present in the vehicle.
    21. The operator shall inform immediately if any fault arises or any injury occurs during operation /checking to the supervisor present there.
    22.  The vehicle shall be checked at least once after repairing only by a trained and recognized mechanic after every repairing.
    23. All the operators’ tipper/dumper/tipper shall make queue during taking load. They shall not park their vehicles in a haphazard manner.
   Rule6: Overtaking
    24. The driver of a vehicle may overtake any other vehicle with caution provided that:
    25.   The speed limit is not exceeded.
    26.  There is sufficient visibility of the road,
    27.   The vehicles are clear of any road obstruction or junction
    28.  The driver of a heavy vehicle shall not overtake another vehicle on an incline unless the overtaken vehicle is traveling at a speed less than10 KM/HR and there is adequate visibility of the road ahead.
    29.    No overtaking is permitted in vicinity of road dividers.
    30.The operator   of vehicle shall not overtake any other vehicle unless he receives    GO AHEAD signal from the vehicle to which he intends to over take.
    31.  During over taking operator shall use hazard light.

                Rules 7: Signs
    32. The operator shall obey all the signs, if any doubt arises regarding the sign then the supervisor /any official of the mine present nearby shall be contacted.
    33. Temporary signs shall be removed as soon as possible after need for them ceases to exist.
                Rules 8: Mechanical Condition of vehicles
    34. The driver of each heavy vehicle before operation shall must check his vehicle to ensure that it is  safe working order and all the safety devices are functioning properly and make written records of such examination.
  35. The driver of any vehicle shall report to his supervisor any defect found in the vehicle as well as damage to the vehicle or injury to himself or miss, arising out of a vehicle incident in the mine.
    CODE OF PRACTICE WHILE CROSSING THE PUBLIC ROAD



    1.   Electronic signally system with flasher light shall be provided on either side of the haul roads which will be operated by the security guard manually. It will glow red when vehicles /passers –by will cross the junction.
    2.   Two nos of security guards will also be additionally posted on the either side of the haul road round the clock. They will swing in to action in case of failure of signallIng system. They too will forcibly stop the erring vehicles which will overlook the stop signal.
    3.    The roadway junction will always be free from parking of the vehicles and stand age of any person excluding security guard.
    4.   Before entering into or going out of the mine the driver /operator of the vehicle plying in the mines shall observe the electronic signal/signals showed by the security guard posted there.
    5.   The shift in charge of each shift shall ensure the enforcement of the traffic rule religiously in his shift. In case of any problem, the matter will be reported to higher officials.

    6.   Random cross checking is to be done by the senior officials at least once in a week.
