CODE OF PRACTICE FOR
STANDARD HEIGHT LOADING OF RAILWAY WAGONS AT SIDING NO-I AND II.
The above code of practice for standard height
loading has been framed to avoid the discrepancies crept due to under loading
overloading in the rakes and to promote the safety aspect of the persons
involved in the operation IT IS A
MANAGEMENT APPROACH UNDER ISO 9001
1.0
RESPONSIBILITY OF WEIGH BRIDGE CLERK:-
Each rake shall be weighed during incoming
route in every shift so that the difference between printed tare weight and
observed tare weight if any shall be taken as token of verification sanctity of
weigh-bridges. In addition to this they are responsible to submit the rebate-
bills to company Authority.
2.0
RESPONSIBILITY OF RECEIVER:-
The weighment of six loaded tippers shall be
made at LOCP Road Weigh Bridge and the weighment of the same empty tippers
shall also be made weigh-bridge. So that the met weighment of coal can be
measured to determine the standard height of the rake. At the end of the shift,
they shall make their signature in the receiving register showing net weight,
tipper no end challan number and submit to Nodal Office for further
verification.
3.0
RESPONBSIBILITY OF SHIFT INCHARGES :-
The measured coal as per the procedure given in
Para no-2 shall be dumped to form a heap at the pre selected clean site without
any mixing of means. This coal shall be loaded into a selected box by shift in
charge. The coal in this box shall be well rammed and levelled and the height
shall be determined with accuracy and shall be taken as “Standard Height” for
loading into another rest boxes.
In case of any delay in loading
dispatching they shall serve “memo” in concerned authority.
4.0
COLLECTION
RESPONSIBILITY SHIFT INCHARGE, SUPERVISORS, RECEIVERS
AND WEIGH-BRIDGE CLERKS:-
All the above siding personnel shall
collectively checked the whole rakes loaded up to standard height. If found any
under /over loading height, they shall make proper management to standardize
the height. More over, they all shall sign
before the boxes No. they checked in a bound page book with a
remark”
CERTIFIED BY ME AND FOUND
OK”.
5.0
RESPONSIBILITY OF LOADING CONTRACTORS :-
All the loading contractors are responsible to
track cleaning, empty wagons checking, door closing of boxes and standard height loading as well
as proper levelling and rectification work , if found, any under / over loading
they shall be give direction to their pay loaders/authorised munshis regarding
obey the standing orders siding personnel and maintain discipline.
6.0
RESPONSIBILITY OF SECURITY PERSONNEL :-
The security personnel shall be held responsible
to prevent entry of the un-authorised persons / tipper helpers within siding
premises, checking the pilferage of coal /mining machineries from siding ,
patrolling weighbridges frequently and checking the gate pass including
stamping. They are also responsible to maintain the “low and order” situation
and maintain the discipline within the siding premises.
7.0
RESPONSIBILITY OF OFFICE CLERKS:-
The Official personnel are
held responsible to proper maintaining of Red register(over /under loading) siding
position register, D/note and RR register receiving progressive, billing
register, Remarks register and Attendance register and DC Bill.They are
responsible to, whatever, works related to run the siding smoothly. They shall
also prepare “Sales Register” and “Coal Despatch and Customer Payment Register”
viz. are an essential requirement under ISO:
9001:2000 Cl.8.204 and 8.3. They shall prepare Data Analysis Plan by different analytical tools every month
in terms of plotting line graphs to separately
so the trend of penalty payment and grade slippage as well as trend of sales realization against value of coal
despatch by the Project over the year.
8.0
RESPONSIBILITY OF QUALITY PERSONNEL:-
These personnel shall be held responsible to maintain
the quality of rakes loaded as well stock stored in siding, and maintain the
analysis reports. They shall identify and report non confirming coal under format 9.16 under ISO: 9001:2000 cl 8.3when
grade slippage is noted in more then 40% samples tested in the month and
quality deviation due total penalty payment during the month of Indian Railway
amounting to 5% or more of the total freight charges due to under loading and
/or overloading of wagons.
9.0
VIOLATION :-
Any violation of Code
Practice without any genuine causes shall be considered to take prompt
necessary action.
10.0
EFFECTIVE :-
The Code of practice
shall be implemented w.e.f ___________.
