CODE OF PRACTICE OF RAOD SALE
LINGARAJ OCP,LINGARAJ AREA
01.      GENERAL
A.            This code of practice is applicable to Road sale vehicles of Lingaraj Opencast Project.
B.            It is approved by mine management, keeping in view, not only safety aspects but also           systematic loading of vehicle used for the purpose.

02.     ALLOTMENT OF ROAD SALE VEHICLES:-
A.     The allotment of Road sale vehicles made on the basis of “Deemed allotment” as decided               by MCL, HQ and published on Coalnet screen in heading of “Road sale truck allocation”.
B.    Management has right to increase and decrease the deemed allotment in same propos net to all consumers/parties on basis of availability of coal or the condition of weighbridge as well as transportation road.
C.  The authorized OS/clerk will open the coal net by password given form MCL, HQ .The dispatch In Charge will accept the RDO’s by his authorized password of unit/project level.
D. The daily allotment of Road sale vehicles will be subsequently accepted by Area Sales Manager, LA by putting his password.
E. The Dispatch In charge of Lingaraj OCP will intimate to Area system officer /system department of MCL HQ about any mistake, system arrear or miscreancy in reconciliation.

03.     ALLOTMENT OF ALLOW SLIPS :-
A.  “ALLOW SLIP” shall be issued only after     signature of Despatch Officer on allotment    Sheet.
B.The authorized Road sale staff Shri Amar Naik, Tripman Gr-I will distribute the  “allow Slip’ to consumers along with declaration form duly signed by consumer/his report with detailed information of Name of party, DO No. his authorization letter and registration  No of vehicles. He will sign over the slip before issuing and countersign in declaration form printed as Road Sale Transport/Trip Card (RSTC).
C.In case of any dispute, the matter will be discussed with Area Sales Manager, LA If it is not resolved, it shall be taken up at higher level.
D.On deposit/submission of Road sale transportation card, next day, new card will be issued to the parties according to their allotment program as per system.
E.Moreover, in accordance with the Production and Despatch of mine, status of CHP (Running/ Breakdown/idle), the allotment of cards and slip shall be made. The Despatch Officer has right to increase or decrease the allotment as per the level of production. The allotment of cards and slip will be made in phase wise, if required, with the due approval of Management or his authorized Representatives

4. ENTRY OF VEHICLE S:-

A. Only authorized /allotted vehicles shall be allowed by Security Guard Shri Sushil Kumar Pradhan, Shri Nilakantha Pradhan and Shri Bisnu Narayan Pradhan posted at Gate No-2, after checking relevant documents of vehicles as well as slips issued to Driver/Consumer.
           B.He will record the time of entry of vehicle number and Slip number  in bounded paged     relevant  (Security Register) duly signed by him.
          C.No overwriting shall be made to rectify any mistake/error. In case of any correction, signature shall be made in register about rectification with reason.
          D.Serial of vehicles shall be strictly maintained at Gate-No-2.
          E.At a time only 25/30 empty vehicles shall be allowed to enter through Gate-II.
          F.Security Guard shall be in contact with Road Sale weigh-bridge as well as CHP-1/2 personnel to prevent crowding of vehicle and persons.
          G.He shall keep watch over law and order situation. In case of any disturbance. The matter   shall be communicated to Security In-Charge Shri S.N.Sharma, SSI, immediately.
          H.Security in-charge Shri S.N.Sharma, shall report the detail of vehicle “IN TIME” detention and “OUT TIME” time from Security Gate and other associated matter to Despatch in-Charge,Lingaraj OCP.
          I. Security In-Charge shall put his signature at the end of each the shift in the bound paged Register kept for the purpose after detailed reconciliation the vehicles.
          J.Security In-Charge shall also make surprise visit time to time at Security Gate-II, weigh bridge and loading area. He shall be responsible for law and order situation of the places.
5.WEIGHMENT OF TARE WEIGHT AT ROAD SALE WEIGHBRIDGE(WB-No-2):-
          A.The tare weight of all authorized vehicles shall be taken at weighbridges No-1 and 2 respectively for their assigned vehicles and they shall write the tare weight on overleaf of allow slip of the vehicle and put his signature.
          B.The security posted at weighbridge shall thoroughly check the empty vehicle. No Lumpy Coal/Stone, water jerkin or any other weight inside the cabin or over Diesel tank or dalla or any other place of vehicle shall be allowed.
          C.No helper or unauthorized person shall be present in cabin of the vehicle during the time of Tare weighment.
          D.For WB No-1:- the authorized weighbridge clerk Shri R.K. Naik and Shri Manoj Sahoo   shall check the tare weight mentioned in RC Book of the vehicles. Both tare weights shall be equal. In case any discrepancy; the matter shall be intimated to higher authority.

          E.For WB No-2:- the authorized weighbridge clerk Shri Magta Bhutia and Shri D.P.Sahoo shall check the tare weight mentioned in RC Book of the vehicles. Both tare weights shall be equal. In case any discrepancy; the matter shall be intimated to higher authority.

          F.After above check, the weighbridge clerk will allot a TOKEN CARD mentioning Serial No to Driver for the purpose of serial wise loading of vehicles. The authorized WBC Shri Amar           Naik will give a list for serial wise loading to loading supervisor of pay loader as well as  chute operator for loading under loading CHP-1/2 circuit.
          G.Shri Amar Naik,is hereby authorized for the purpose of  field work of Road sale, shall Maintain the queuing of vehicle, Serial wise loading of vehicle. Moreover, he shall look after the safety aspect during loading. No unauthorized persons shall be available in the vicinity of loading area of pay loader loading as well as CHP loading. He shall keep the records of loading vehicles at the end of the shift and reconcile with “ IN VEHICLES” from Gate No-2.
6. LOADING OF VEHICLES BY PAY LOADER:-        
   A.The authorized field supervisor Shri Amar Naik will maintain the sequence of  vehicle in accordance with the TOKEN system / Serial list. 
   B.Loading of vehicle shall be done in serial wise as ‘FIFO’(FIRST IN, FIRST OUT) basis at  weighbridge.
   C.The selection of site of loading will be prerogative of authorized staff. He shall maintain the Stock for loading as per quality described in DO.
   D.The Despatch Mining Sirdar Shri Dhananjay Pradhan, Shri Bhakta Nahak and Shri Pratap Pradhan, M/S, will see the site for safe loading. Sufficient space for vehicles shall be adeavailable with the help Dozer. The transportation road shall not be blocked by dumping HERE and THERE.
7.QUEING OF VEHICLES AT BALUGAON CHHACK:-
A.  Maximum 10 numbers of assigned vehicle shall be allowed phase wise for taking tare weight at a weighbridge no-2 for proper placement for a queue at Balugaon chhack.
B.   The Road Sale vehicles shall be put in such a queue that mine coal transportation to the Lingaraj  Railway siding (MGR) shall not be affected.
C.   The Security Guard posted at Balugaon chhack shall be responsible for maintaining “LAW & ORDER” Discipline and prompt legal action to prevent any pilferage of coal and other situation.

 E.  The Road sale vehicle shall follow the “TRAFFIC RULE” made by the Mine management.
The speed of vehicles shall not exceed 10 KM per hour in any circumstances.

8.QUEING OF VEHICLES AT WEIGHBRIDGE NO-2:-

Shri S.N.Sharma, SSI, Lingaraj OCP shall arrange two security guards for allowing empties vehicles for CHP loading and exit of loaded vehicles for weighment. In such a way that the public traffic traversing through crossing road shall not be endangered in any case.

9.LOADING OF VEHICLES BY CHP:-

A.The Chute operator of  CHP shall open the chute in such way loading of Road Sale 
trucks will be made with minimum spillage . He shall adopt all the safety measures during its operation.
    B.The Road Sale authorized staff Shri Amar Naik, Tripman,Gr.-I,shall be supervise loading of Road Sale Trucks through CHP.
Un-authorized person shall not be allowed to roam here and there near CHP circuit No-1/2.         
    C.Shri S.N.Sharma SSI,, Lingaraj OCP shall make full proof arrangement prevent any pilferage of coal of loaded Road Sale Trucks through the roadway connecting field workshop , Lingaraj to Dera Chhack, Talcher.

10.CONSUMER OBLIGATION :-
A.  Consumers shall abide with instructions delivered by MCL staff or supervisors.

B.Consumers shall maintain the discipline in the area. No consumer or his representative shall enter at loading point.  

      C.They are also responsible for the terms and condition laid in declaration form, which is
      Printed in local language ‘ORIYA’ at Road Sale Transportation cards (Annexure-I).

11.WEIGHMENT OF LOADING VEHICLE :-
A.WB-NO-1 the authorized WBC Shri Ranjan Naik and Shri Manoj Kumar Sahoo, shall maintain all the E-records of vehicles. They will check the zero error of the computer at the start of shift. If any case, any (+/-) error is shown the matter shall be brought into notice & higher management.
B.WB-No-2:- the authorized WBC Shri Durga Prasad Sahoo and Shri Magta Bhutia, shall maintain all the E-records of vehicles. They will check the zero error of the computer at the start of shift. If any case, any (+/-) error is shown the matter shall be brought into notice & higher management.
C.He will generate the E-Transit Pass as per guidline of Ministry of Steel Govt.of India Odisha, Website- Orissa mineral@ govt.in.

D.He will enter correctly the name of party/consumer. DO Number in the format for generation of E-Transit Pass.

E.In case of failure of Internet or Server or any other problem of Software, he will contact with Dy. Director Mines, Talcher Circle, Talcher for necessary action.

No outsider shall be allowed to enter in Road Sale weighbridges.


F.“Re-weighment register” shall be maintained by WBC. If any vehicle is made re-weighted by any official/agency,area committee, if constituted , the result of difference of weighment shall be recorded duly signed by him shall be brought into notice of Despatch In-Charge, Lingaraj OCP.
12.EXIT OF LOADED VEHICLES:-
A.All WBC of WB No-1 and 2 shall give instantly Computer generated E Transit Pass to Drivers/ authorized representatives of loaded road shall vehicles and ensure that there shall be no waiting time at Weighbridge area. Moreover, the Driver shall move their vehicle immediately without staying at any place for the purpose of leveling of loaded coal or  covering by tarpaulin /cloth .  
B.Security In-Charge shall ensure that there shall not be any stay of Road Sale vehicle without any sufficient reasons.
C.The tarpaulin or any such cloth shall not be covered on loaded vehicles within the premises of the mine. It may be done outside at mine premise to fulfill the statutory obligation of Ministry of Environment and Forest.                                                                            
D.The loaded vehicles shall traverse authorized route for their exit.

E.The Security Guards Shri Susil Kumar Pradhan, Shri Nilakantha Pradhan and Shri  
Bisnu  Narayan Pradhan of Gate No-2 shall keep the records of E- Transit Pass number and time out  in front of vehicles entered for loading.

   F.The authorized slip issuer staff Shri Amar naik will close the time at7.00 PM putting his  remarks “ ENTRY CLOSED AT 7.00 PM” with his signature. The Security in-charge Shri S.N.Sharma, shall also put his signature before his remark. This time may be allowed, if required, with Competent Approval of Despatch in-Charge.


13.DETENTION OF VEHICLES :-

A.    Allotment of vehicles for loading shall be made in such a way keeping in view of availability of Coal Stock, status of pay loader including premises vehicles that no detention of vehicle shall be made.

B.  A separate bound page register shall be kept for the purpose of record of detained vehicle
     and their reason, thereof . It shall be signed by Project Officer, Lingaraj OCP.

      C.  Shri Amar Naik Tripman, shall be responsible for maintenance of Detention Register as well Road Sale Hindrance Register of M/s MHT & PPT(JV).

14. RECONCILATION OF VEHICLE :-
A. Security In-Charge Shri S.N.Sharma, SSI and authorized staff Shri Achutananda Pradhan   of Road Sale shall reconcile every day about allotment made in different phase, slip issued
to vehicles, detained vehicles and OUT vehicles for this purpose.

    B.The summary of reconciliation report shall be submitted to Despatch Officer, Lingaraj OCP,
        every day.

  
15. IMPLEMENTION OF CODE OF PRACTICE :-

      The Despatch In-Charge will implement the code of practice at Lingaraj Opencast Project. He will highlight any problem or difficulty to undersigned about implementation part of code of practice, if any.
