CODE OF PRACTICE FOR
PRESERVATION OF COAL QUALITY FROM MINING FACE TO SIDING
Quality is an important aspect for our
consumers. As our consumers such as NTPC, Kaniha are very conscious in this
regard. Under ISO 9001/14001 costumer satisfaction is an important criterion
for surviving any industry. Since our company is also competing in free market
economy so it is very essential for us to preserve the quality from grass root
level. The code of practice will help us to identity any deficiency or area of
improvement by which we may solve our problems and achieve our goal by
supplying coal with assured quality.
1.0
(A).Coal Bench In-charge
of conventional face shall ensure that the face shall be cleaned before cutting
by Dozer or other mining machinery and drilling in coal bench shall be made in
such a way so as to avoid any shale band. If any unavoidable thickness of shale
band come into picture, then it may be segregated by help of any excavator to
load the shale band and throw them separately, if possible.
(B).Coal Bench In-Charge
of Surface Miner face shall ensure that that the face shall be cleaned before
cutting by Dozer or other mining machinery and cutting in coal bench shall be
made in such a way so as to avoid any shale band. If any unavoidable thickness of shale band come
into picture, then it may be segregated by help of any excavator to load the
shale band and throw them separately, if
Possible. No reject coal shall be loaded into any vehicle carrying coal
to siding.
2.0
The Blasting Officer shall
ensure that blasting shall be made in such a way that
Proper fragmentation of
coal will occur. He will also check the depth of the hole made in the bench. If
depth is more than the predetermined depth of the bench, he shall use the
decking method to avoid the propagation crevices, fissures or cracks in shale
band so that an intermingling of shale with coal may be avoided.
3.0Manager shall be responsible for maintaining
the declared grade of coal. For this purpose he should deploy sampling
personnel to take coal sample of seam/face/ stock at CHP periodically. He shall
maintain the analysis results to check the quality variations along with the
cross section of the seam. He shall not allow any carboneous /shale materials,
or Rejects in case of Surface Miner face to be loaded into any tipper.
Moreover, when it comes to his notice about such transportation, he shall
immediately stop the vehicle and take necessary action against the
defaulters.
4.0.The CHP-In-charge shall supervise the
running of CHPs with due proper consideration to quality and size (-100mm). If
any obstruction such as big boulders or stone, shale etc during crushing
operation is noticed then it shall be ensured that from which face the coal had
been carried and information shall be given to Manager and Project Officer for
further action. The CHP- Incharge shall also not allow any such tippers to dump
the material near CHP stock.
5.0. Despatch Office shall be held responsible
for dispatching accurate quantity and accurate quantity and declared quality of
coal not only in Local Sale vehicle but also in siding tippers. He shall
personally check the pit stock as well as some representatives’ tippers at
random basis to check the quality variation. If any abnormalities are found,
then he shall consult with Manager and concerned Coal Face In charge. The
rectification report shall be intimated to Project Officer. Moreover, he shall
arrange to take coal sample periodically as per his convenience and maintain
the record of analysis results. These results may be produced before any
consumers, if they require.
6.0. All Shift In-charge shall be held responsible
to ensure loading of quality coal into
tippers. They shall obey the instructions of General Shift In-charge, their
seniors and any higher authority of MCL and comply the instructions
accordingly.
7.0. The Nodal Officer (Siding) shall be held
responsible for proper stocking of coal, maintaining the grade and under load/
over load of rakes. If some trips carrying poor quality coal, he shall stop the
tipper and inform the Manager about the quality. If some trips have already
been unloaded at siding platform then these trips may be clearly demarcated by
either red flags or conspicuous branches of bushes/ trees. These materials
shall not be loaded into rakes at any cost.
8.0.All the loading contractors are responsible to
track cleaning, empty wagons checking, door closing of boxes and standard height
loading as well as proper levelling and rectification work, if found, any under
/ over loading they shall be give direction to their pay loaders/authorised
munshis regarding obey the standing orders siding personnel and maintain
discipline for loading of coal with quality assurance.
9.0All Transporting Contractors are responsible to
transport assured quality coal. If any extraneous materials such as stone,
shale are found in their vehicles. The vehicle will be stopped at siding and
returned back to the place where it was loaded. This, the contractor will be
responsible.

10.0
The security personnel
shall be held responsible to prevent entry of the un-authorised persons /
tipper helpers within siding premises, checking the pilferage of coal /mining
machineries from siding , patrolling weighbridges frequently and checking the
gate pass including stamping. They are also responsible to maintain the “law
and order” situation and maintain the discipline within the siding premises.
11.0 The Official personnel are held
responsible to proper maintaining of Red register (over/under loading) siding
position register, D/note and RR register receiving progressive, Billing
register, Remarks register and Attendance register and DC bill. They are
responsible to, whatever, works related to run the siding smoothly. They shall
also prepare “Sales Register” and “Coal
Despatch and Customer Payment Register” viz. are an essential requirement under
ISO: 9001: 2000 cl.8.2.4 and 8.3. They shall
prepare Data Analysis Plan by different analytical tools every month in
terms of plotting line graphs to
separately so the trend of penalty payment and grade slippage as well as trend of sales realization against
value of coal despatch by the Project over the
year.
12.0All the quality personnel shall be held
responsible to maintain the quality of rakes loaded as well stock stored in
siding, and maintain the analysis reports. They shall identify and report non
confirming coal under format 9.16 under ISO: 9001:2000 cl 8.3 when grade slippage
is noted in more then 40% samples tested in the month and quality deviation due
total penalty payment during the month of Indian Railway amounting to 5% or
more of the total freight charges due to under loading and /or overloading of
wagons. He shall be responsible for
taking samples of each rakes and submit the analysis result in a month to
Manager & Project Officer, LOCP. He shall maintain consumer remark register
as well as registers required under ISO 9001: 2000 cls.8.2.4 and 8.3. In case of
non conforming coal (i.e.when the grade slippage is noted more than 40% sample
tested in a month), he shall identify and a report to Project Officer under
format 9.16 under ISO 9001: 2000 cl 8.3
13.0This code of Practice shall be implemented with
immediate effect.
