TRAFFIC
RULE
Each
company should frame suitable ‘code of traffic rules’ for regulating the
movement of Heavy Earth Moving Machinery (commensurate with
the capacity/size, type of machines used in
the mechanised opencast mines) for
enforcement in each mine. Such Code of Traffic Rules
should be approved by Tripartite Committee.
7th Safety Conferance
Traffic rules are designed for safe operation of
vehicle.
1.a.ONLY authorized (by Manager) person
shall drive/operate vehicle within mine premises.
b. A private vehicle shall not be driven
in to mine premises unless authorized mine manager or an official.
c. Any driver not regularly working in or
about the mine shall request and receive permission to enter the mine premises
from the manager / official.
SPEED
LIMITS
a.Permanent
or temporary speed limits set by the mine manager for any area of the mine or any vehicle or
class of vehicles shall be followed.
b.Where
visibility or road conditions are poor a driver shall reduce the speed of the
vehicles to maintain control.
RIGHT
OF WAY
a.
At inter-sections which are not controlled by traffic signs all
Driver
should give way to the vehicle on the right, except as below
i)All
driver should give way to emergency vehicle showing a flashing red light.
ii)Vehicles being used for grading, rolling, watering and
repair of roads have right of way over all vehicles except (i) above. These
vehicle will show amber flashing light.
iii)
Light vehicle shall at all times give
way to haul trucks and other heavy vehicles.
b)The
driver of a vehicle having right of way over another vehicle shall not endanger
him self or others .
RULE
4.
PARKING
AND STANDING
(a)A
driver shall not park or stand his vehicle in a position that will endanger
other traffic on the mine premises.
(b)A
driver shall not park or stand a vehicle opposite another vehicle
on a haul road.
(c)A
driver shall not park or stand his vehicle within 30m of working area of a mobile equipment or
where his vehicle can not observed.
(d)A
driver shall
not park or stand within swing area of a dragline
without first obtaining permission from the operators.
(e)A driver of a vehicle shall before leaving a parked vehicle shall ensure that
vehicle is secure, that parking brakes are applied and all the implement have
been lowered.if vehicle parked on grade wheels should be
choked and steering turned off-centre.
A driver of a light vehicle shall before moving from parked position
ensure that his path is free from all obstruction
A driver of a parked vehicle shall ensure following while parking
-stop engine
-leave vehicle in first or reverse gear
-apply hand brake
-not park in front or behind of any vehicle
-If for maintenance or operational reasons, it is essential that to
park adjacent to a heavy
Unit or shovel, then operator of the heavy unit / shovel shall know.
- If parked on slope , choke the wheels
GENERAL
Vehicle
shall not be driven over electric cables , air hose
or water pipes unless these are
properly protected.
Seat
belts are provided and should be worn while the vehicle is in operation.
Passengers
shall not be carried on any vehicle unless seated in approved seating or where
authorise for training purpose by the managers.
A
caution sign or hazards light shall be placed at the front and rear on any
vehicle which is being towed or b/d and is obstructing roadway.
Operators
or drivers are responsible for cleanliness ,oil
and water checks , tyres and fules of
m/c.
Operators or drivers are
responsible for their vehicles correctly illuminated durin
hours of darkness.
The
drivers shall sound one blast of horn before moving off from
parked position.
No
spillage on vehicles during transportation is allowed.
The
vehicles shall be correctly illuminated during hours of
darkness.
Shall
observe adequate clearance particularly when reversing,
parking, passing other vehicles.
No
smoking and naked lights during re-fulling and
cheeking of batteries.
No
spillage allowed.
Rule-6:
Overtaking: Overtaking any other Vehicle with caution may be done provided:
The speed limit is not exceeded.
There is sufficient visibility of
the road ahead.
The vehicles are clear of any road
intersection or junction
No
over taking is permitted in the vicinity of road divider.
Signs: All Traffic signs are to be obeyed.
Warning signs are to be noted at
all times.
Rule-8:
Mechanical Condition of vehicles:
The Driver of each heavy vehicle shall make daily examination of the vehicle
for safe operation
Any defect observed in the vehicle as well as damage to the vehicle shall be
reported forthwith to the superiors.

ANFO trucks
Fuel and water trucks
Wheel dozers and Loaders
Buses
The following vehicles are
classified as Light vehicles:
Jeeps / Maruthi
Gypsy's
